CURRENT  I/M PROGRAMS:  NYVIP, NYTEST, and Heavy Duty Diesel I/M  

Date Started: 

NYTEST:1998,  NYVIP: 2004,  Heavy Duty Diesel I/M:1999

EPA Designation: 

OTR low enhanced (53 ‘Upstate’ counties), High Enhanced (9 county NYMA)

Program Type: 

Decentralized test and repair

Program Areas: 

NYMA:the five boroughs of New York City, Nassau, Suffolk, Rockland and Westchester (NYTEST, HDD I/M).
‘Upstate” : remaining 53 counties of NYS
NYVIP is statewide.
NYTEST is limited to NYMA.
HDD I/M is limited to NYMA, but there is also an on-road HDD component (visible smoke) statewide

Enforcement Method: 

Registration denial (NYVIP, NYTEST) and sticker-based enforcement (NYVIP, NYTEST, HDD I/M) and roadside (statewide HDD I/M)

Model Years: 

Varies by program with exemptions.  NYTEST to 25 MYs old;  NYVIP OBD II beginning with MY 1996;  HDD I/M: all MYs

Vehicle Types: 

LDGV, LDGT, HDGV, HDGVs

Exempt Vehicles: 

For NYVIP/NYTEST: new vehicle (first 2 model years), diesels, electric-powered, motorcycles, and historic registrations
For HDD I/M: diesels <8,501 GVW

Test Type: 

Upstate:  Anti-tampering visual, OBD II, low enhanced
NYMA: anti-tampering visual inspections, NYTEST idle, NYTEST transient, OBD II, HDD opacity check.

Non-OBD Testable: 

OBD II applicable vehicles must receive the OBD II inspection  

Cut Points: 

NYTEST is at final cutpoints, vary by MY.  HDD I/M varies by MY.

OBD: 

Statewide, beginning with MY 1996 LDVs

Max Not Ready Flags: 

EPA guidance

Visual Checks 

Catalyst, Air pump, EGR, PCV, Evap disable

Evaporative System Test: 

NYVIP: gas cap presence;   NYTEST: gas cap pressure check

SGS Testcom is the NYVIP program manager, and provides data management services for the NYTEST program.  

Comments: 

NY has proposed to end the NYTEST I/M program on January 1, 2011.
